US military bases in Afghanistan

WP reports that the US Army is building $1.1 billion in military bases in Afghanistan, a sign that the US presence there will last. There could be $4 billion spent on "massive construction of barracks, training areas, headquarters, warehouses and airfields for use by U.S. and Afghan security forces."
