A breakdown of troops under ISAF in Afghanistan is given here. Obama just ordered 21,000 to Afghanistan, and there are also the US troops not acting under ISAF (about 10,000) to be added to the total.
In total, there are about 70,000 troops in Afghanistan (62,000 of which under ISAF). With Obama's newly announced deployments the total would reach some 90,000.
